HSFS Research Policies
The area's ecological reserve status provides for a wide variety of research and teaching activities. It is your responsibility as a visitor or employee at HSFS to respect the uniqueness of this protected natural site and abide by the following policies.
* Please report poaching or violations of reserve policy to the Directors' Office during business hours.
HSFS Policy for Organism Care
Under authority delegated from the HSFS Director, any HSFS staff or member of the public who becomes aware of what he or she believes to be an abuse of animals used in a HSFS teaching or research program has a responsibility and right to notify the Directors and have the concern/complaint investigated.
Under authority delegated from the HSFS Director, all HSFS staff has the right to oversee and make recommendations to the HSFS Director regarding researchers’ collection and/or use of organisms. Recommendations and authority regarding the use of organisms collected within HSFS property is controlled and allocated solely by the HSFS Director and may transpire to a visiting researcher through the:
- Review of the animal care and usage.
- Inspection of all animal housing and use areas.
- Review, approve, require modifications for approval, or withhold approval of proposed use of animals in teaching, testing, and research.
- Review and monitor animal use in progress and suspend studies not performed as approved or not in compliance with regulations.
- Ensure all personnel performing animal use procedures are properly trained.
The HSFS Director or his/her designee has final authority regarding the type, health and welfare of the animals used in research protocols.
HSFS's Policies Regarding Organism Collection
When collecting, please minimize damage to organisms and populations, obey laws on collecting, use animals efficiently, keep them alive and healthy whenever possible, and return survivors to the site of collection. The collection of organisms for all purposes outside of direct use at HSFS facilities must be discussed with and approved by the HSFS Director.
1.) Please minimize damage while collecting and use organisms efficiently.
- Return rocks that have been turned over to their original position.
- Refill holes dug in sand or mud. Do not leave holes and mounds.
- Avoid damage from trampling as much as possible.
2.) Collecting could reduce abundance of useful animals that have long adult life, low recruitment, or highly restricted distributions. Examples are:
- Desmophyllum dianthus (deep-water coral)
- Concholepas concholepas (loco)
- Large individuals of mytilid Silica rich sponges like Geodia spp.
- Several kinds of large sea anemones any kind of exceptionally old or large individual
It is unknown whether some local populations can sustain heavy collection. Examples are Magellania venosa (giant brachiopod), Chaetopterys spp. (tube polychaetes), Pagurus spp. (hermit crab).
Some ongoing field studies may be destroyed by collecting. Check for location of study sites before collecting. Consult with HSFS staff about sites often used for collecting and sites of ecological research, please let them know if you have sensitive field sites that need protecting. As much as possible, keep animals alive and healthy, returning them to the collecting site when possible. In returning animals, avoid "genetic pollution" from transfers of plants and animals with low natural dispersal. Collecting marine plants or animals for food requires authorisation. Respect limits, and do not fish in the Marine Preserves. Collecting marine plants and animals in the Huinay preserve for research is by review and permission of the HSFS Director.
Restrictions on Exotic Species
Most imports of marine species into HSFS property (or Chile in general!) for research are illegal without a permit from the Chilean Agricultural and Stock Breeding Service, and the Fisheries Department. If granted, permits will require strict quarantine such as no contact with the HSFS sea water system. Species other than the local endemic flora and fauna can be safely maintained by isolating them on recirculation loops and preventing their release to the local environment.
HSFS Policies Concerning Technology Transfer and Commercialization of Local Resources
HSFS prohibits the patenting of all innovations developed from research both while at/or branching from work done at the HSFS facilities. All accumulated research and results (published/unpublished) must be made available to both public and peer review. The commercialization of any flora and fauna endemic to this fjord region that is utilized in or uncovered during ones research while here at HSFS is strictly prohibited.
